People who are isolated from being sent to war make the wars. They do not face the same cost as those who will be sent to fight.

However, facing the same cost might lead to hesitation at key moments. If they had to risk their own lives, would they resist early conflict that could be solved with a lower cost to society?

Yet still, do we end up with comparable or greater loss when leadership is partially shielded from the cost?
