In America, a person walking around in public wearing just their underwear would be considered indecent.

However, if the person is paid to model in their underwear, their pictures can be posted on a billboard.

What does this difference in permission do to an individual trying to understand propriety and their rights as an individual vs. as a product?

Is it acceptable to show a billboard of a person in their underwear in a society where they can’t exhibit the same behavior freely as an individual in public?
